On my Note 9, If I send a text, it is sometimes going to the recipients land line as a text to speech message, instead of their cell phone
How do I prevent this ?

Not sure. I use with Android messages and always picks # flagged as mobile.

If you haven't downloaded a 3rd party message app it is samsungs. One thing to check is Samsungs contact can assisgn a default number. See if the ones with problem have landline set as default. If so change to mobile and see if makes a difference

Open your phone dialer and long press the contacts cell phone number. A pop-up choice will appear, at which time you choose it as the 'default'. You should then see a checkmark by that number in the persons contact info.

I recommend using Textra sms app, it let's you select mobile numbers.

I second the Textra SMS app - you can customize it to your liking.
