How do I stop the wifi from constantly scanning on my Galaxy Tab S (10.5)?

Galaxy Tab S (10.5) : Constant WiFI searching on Android 4.4.2

I know that this is a frequent question with a standard answer, but I want to verify whether my configuration is correct: I am running Android 4.4.2 on a Samsung Galaxy Tab S (10.5). WiFi scans continuously. Yes, I have unchecked Always Allow Scanning, but it continues to scan. Is this expected behavior? Thank you for your replies.

It continues to scan when you're on that page, but it stops when you close the page. (It's like the light in the refrigerator - how do you check whether it really turns off when the door is closed?) When you're on the page, it's assumed that you're looking for a wifi signal to connect to, so it scans.
