How do I to transfer an app that no longer exist to new phone from old phone?

Trying to transfer PicMotion app that no longer exists in Play Store from old Android phone to new Android phone. There is a completely different app with the same name currently in the Play Store

If its the same name then probably a updated version, otherwise if you want a old version try apk mirror if it's not available there then I wouldn't recommend trying getting it from another source as it may not be safe.

Welcome to Android Central! Sometimes the app is still available in the Play Store, but can't be found with a search -- this is the case for Power Toggles, which I still use. You can try going to the Manage Apps section of the Play Store, toggle the Installed list to Not Installed, and then going through your library in the past to see if the app is still listed there. If it is, select it and see if you can install it that way.
