Welcome to Android Central! Are the contacts associated with your Google account or the local Phone account? If they're with the Google account, then they sync automatically with your Google account in the cloud, and you can access them easily using your computer's browser on the Google Contacts page (google.com/contacts).

If they're with the local Phone account, then you need to export the contacts to a .csv or .vcf file, transfer the file to the computer via USB connection, then import that information into your contacts program (like Outlook). To export, open the Contacts app, tap Menu, and look for the Import/Export option.
