Welcome to Android Central! Chromebooks are supposed to support MTP now, so you should be able to plug the phone into the Chromebook via USB and use the Chromebook's file manager to copy photos over.

Which Chromebook do you have? Make sure it's completely up to date by going to its Settings>About Chrome OS, then check for updates.
