How do I turn my android into a VPN hotspot?

I'm trying to connect phone n.2 via wifi to phone n.1 while it's connected through a VPN. The phone n.2 however is stuck at "obtaining IP" and eventually says "the AP is not in use".

Phone n.1 works perfectly with VPN active(data connection, not other wifi), why is phone n.2 not connecting and how can I make it work?

I've tried at least 3 different VPN apps, phone n.2 connects without vpn, not with.

Both phones are android, phone n.1 is running android 7, other older, running 4.4
