How do I turn my standard HTC One into a GPE HTC one?

Process and required files can be found here. After doing the whole process (which isn't easy), you should be able to receive OTA updates without any problems.
 
I can say from experience, doing what is asked of you with S-Off, SuperCID (changing MID and/or CID), etc is not meant to be easy since you are taking a bit of risk. Before you commit to anything I would recommend reading up a bit on xda-developers site about all of the things you must do and must know about including how to get back to stock if you decide you need to or for warranty purposes.

I am considering doing this, but I am weighing the fact I know in 2-3 months I will sell my device to get a new one, very likely the HTC One Max (want the bigger screen) so I don't want to get too far down the road since the device is not a final product with final specs as of yet.

That said I learned a lot about doing all of these things, there are great threads there you can ask questions and get help. You can also check YouTube and find a lot of videos that will walk you through doing it. But as they stated in that thread it wasn't meant to be noob friendly and I can only suggest reading, and re-reading the associated threads before committing to anything.

Yeah, it's not an easy process by any means but if you have experience with ADB and fastboot and you read the instructions more than once then attempt to do it you shouldn't face any problems.

Now, this is only for the bootloader. Is there an actual rom out yet?
 
Read the thread carefully. You have two options:

1) Installing a stock Google Play Edition ROM using a custom recovery which is linked to in the post.

2) Using a RUU which will install stock ROM (system), bootloader, recovery and everything else and will make you eligible to receive OTA updates as long as your MID and CID match the Google Play Edition's one.
 
It's fairly straight forward process, so long as you read on what is necessary up front, perform those functions you should be fine. When 4.3 is ready I plan on re-flashing the RUU and starting from a clean slate and taking the OTA then doing my root/twrp, etc.
