how to turn off payable messages block

Hello so today i needed to send message for my operator for internet on my mobile device so its like u send message and u can be on internet for a 0,03eur/3min and u get unlimited internet you can send what ever you want sooo then my new phone *galaxy s6* asked if i wanted to block like payable messages and i hit wrong one now i can't send this message it says "Failed SMS" how to turn this option off becouse i can't find it in settings. Thank you : )

Welcome to Android Central! Who's your carrier? I would think that's a function of the carrier, rather than of the messaging app. Have you asked them?
