How do I turn off talk back on a Rugby Samsung Pro?

ive gone into acessability there is nothing that says anything about talk back option?

Welcome to Android Central! Pg 133 of your manual indicates that it should be under the Accessibility menu.

In TalkBack, you have to swipe using two fingers instead of one, and double-tap items instead of single-tapping (in case you're having difficulty navigating around).
