How do I turn off the blue tips?

I keep getting the little blue "helpful tips" popping up every now and then...just wondering how to turn these off. I can't seem to find a setting for this anywhere.

Are you taking about stuff on the home screen? Or maybe it's because of the newly designed Google Apps.

I don't get any helpful tips, blue or otherwise. What gives? Where are my tips? Tips are good. I need all the tips I can get. Any colour is good.

Does going to Settings, selecting the Display tab, selecting Home Screen, then pressing Smart Bulletin, and unchecking Smart Tips solve the issue?
