The captive portal is served up by the entity that is providing the network, usually done in a situation where a free connection is offered. There's no way around those. The captive portal feature in Android shouldn't block your access to the internet where one of those is not required.

Welcome to Android Central! Keep in mind that sometimes, the public wi-fi network that uses a captive portal might not be set up properly, making it difficult or impossible to connect. One way this can happen is if the administrator for that network has not renewed their security credentials -- Chrome won't allow your phone to connect in these situations, to keep you safe.
