After I changed my wallpaper on my Android Nexus 4
CM began to act up. The phone would not unlock. then it did not offer to unlock then it offered for me to use the unlock pattern after that it Then my screen to open for making calls would not appear everything, but the screen to make calling then only the new APUS wallpaper was the only thing that appeared on the screen. PLEASE HELP I WANT CLEAN MASTER AND APUS totally off my phone. THANKS

Go to settings - security - device administrators and make sure those apps are unchecked in that list. Then try uninstall again.

You could try this process after booting your phone in safe mode.
