How do you get "OK Goggle" to consistently to unlock the lock screen?

I have a Verizon phone and had the same issue. I noticed that if you say 'Ok, Google' you get the tone and then nothing, wait several seconds (I assume for the OK Google screen running in the background to clear) and then say OK Google again it works the second time. Not sure why.
