Place the s pen on the edge of the screen (either side) and move up.

Using the s pen on the extreme right side works. Just move it up and down along the vertical line.

You have to make sure that the Web Page can actually zoom in. A lot of mobile sites cannot be zoomed into. Try a desktop version to see if it works.

I tried to zoom all the way even on a picture with spen in gallery and it doesn't fully zoom.

This doesn't work for me either on Verizon note ii. Do i need to do something in settings like disable air mode? I would love this type of function. The double tap zoom is not precise enough so I end up using my fingers to pinch zoom. This is annoying when I have to take off my gloves to do it.
