How does a user bring up his contacts, the "phone book" on an Android phone?

I acquired a Coolpad smartphone, and I want to access the "phone book" that I have created out of my call history. Only way to reach these personal Contacts is to place a call first, that I know of.

The Dialer app has a blue telephone handset icon. When accessed, it offers a clock circle bottom left of the screen, below the dialer pad. That shows History that is generated by placing and receiving calls. Dialing a few digits will display all matching numbers, maximum of two showing above the dial pad. This is from History. If I try to scroll, I may show more selections or I may dial someone by accident.

Is there a way to select on the phone my contacts list in order to place a call?
 
Look for an app called "people" or "Contacts". Some manufacturers will call it "people" - Samsung being one. While others use "contacts" - the Google-provided app for devices from manufacturers that don't mess around too much is called this.
 
I would expect your Phone app to have a series of tabs at the top: dial, call log, contacts...
If so, just tap the "contacts" tab.

If not, there ought to be an icon on your home screen (or in the app drawer) for "contacts" or the like.
