How does Google News App continue to turn ON background data each time I disable it??

I have had this issue repeatedly from the google news app and again I go to its settings to disable background data only to check it a couple of days later and background data is turned on once again. Its been happening since last year (2019), only its becoming more frequent now than it use to be. I've searched google support for answers, sent emails and have gotten no response no fix no answer. I've always enjoyed google news but I could'nt take it anymore so I deleted the app. Thank you so much for your time and I look forward to your response. Have a great afternoon!

Which phone do you have? Can you clarify which setting you're using to turn off background data?

What phone you having this issue? Can try to reset it see if it helps by long pressing the app tap info then scroll to storage and clear data/cache and force stop it . Also once you disable background how soon does it enable?
