how does one use Chromecast with only a Galaxy Note 2(as a wi-fi hotspot)
and a TV? is this even possible? (no wireless router or any other form of
internet in the building)

Wifi is turned off on the note 2 when using the wifi hotspot so I would assume it is technically impossible since your note 2 needs too connect to the network it created.

There's a way to do this but you will need a third device connected to your note 3 hotspot that's the only way you will be able to control your chromecast
