Question How good is Gmail's service, both in terms of technical reliability and tech support?

I'm thinking of switching from another service, due to issues with mobile email that seem to happen no matter what app I use to access it.

Without naming my previous service, it wasn't Gmail. The thing that makes me want to switch, is that it's not clear how to submit a tech support ticket for their staff to review on their own time. Phone support is a paid feature that you have to sign up for. Which lead me to try and use the auto-chat bot, which didn't help at all, or even give me an idea of when an actual tech support agent would be available via text chat. It also wouldn't help me even open an individual support ticket, in any shape or form. Using the site's own search bar, I couldn't find options for submitting a ticket.

Instead of trying to resolve my issues with that service, I'd just like to move on to another one. Being on an Android, Gmail comes to mind, so long as their tech support is relatively better than described above.

There's no one-on-one Gmail tech support -- you can send feedback to the team of engineers, but no customer agent is going to contact you or be available on a phone line. Instead, there's a user-to-user Gmail Help Community with volunteer Product Experts who can try to help with issues: https://support.google.com/mail/community?hl=en

Personally, I've had a great experience with Gmail over the years. Very few glitches, if any.

What about "open support ticket" types of things? Not one on one in real time, but it's reviewed and the support agent(s) give you a reply when they can?

There's an Issue Tracker, but again, there won't be a support agent that will contact you, as far as I know: https://issuetracker.google.com/
Yes and no to this. If you find a major issue and they can't quite recreate it, they may contact you by email, text or phone call on how you found it.
When I was an alpha tester back in the day I did receive such calls. Mind you that was around 2010ish.
Things have likely changed though.

Ah, good to know!

What would be an email service that does have an "open ticket" option? Or, perhaps the issue tracker allows both users (under moderation) AND support agents to reply? A support agent would be marked as such next to their title. Like Apple's user support page seems to work.

I'd have to defer that question to someone else. For something as massive as an email provider, I'd find it hard to believe that any of the major ones would have an option for direct one-on-one support, but I could be wrong.

That's actually better than what my previous service had. It didn't even have a user to user "support" page that was run by the actual site. Therefore, your only "hope" if you could call it that, was the automated chat bot that apparently wasn't even programmed to be able to read the text.
