I have already charged moto e for 3 hours, still it is not starting.I am hoping it is not a issue

Welcome to the Forums.

If the device is new, return it.
If you recently bought it as a used or secondhand phone, return it.
If you have owned it for some time, and are now having this problem, it may be battery failure.
