its been charging for 3 1/2 houres and still hasnt turned on

Welcome to Android Central! Did you get it brand new? Is the battery inserted? Brand new phones usually ship with batteries that are at least half-charged, so they should turn on without difficulty. Try pressing and holding the power button for at least 10 seconds. If that doesn't help, remove the battery and examine it. Does it look swollen? Place it flat on a table and try to spin it--if it spins freely, it's bulging in the middle, which suggests it's defective.
