How to access System UI Tuner on Note 5, ATT, 7.0 Nougat?

My device updated last night and I"m trying to install Night Mode Enabler to get dark menu's and such, but when I long press the gear with my notification tray expanded, the wheel doesn't spin and trigger the tuning.

As far as I know Samsung didn't enable the UI tuner in their devices. Sorry.

I wish it worked like it says. I want to keep some apps from popping down the notification but still make the sound that I received one. Put them on level 4 and they still pop up or do nothing.

I just checked on my Nexus 6P, I don't see this option in the System UI tuner on 7.1.2

EDIT: Nevermind, I see notification control. Try level 3 - Prevent full-screen interruption and never peek. Says nothing about no sounds...
