To be used as a ringtone or notification tone, the song/sound needs to exist as an MP3 file on the phone.

This is more easily done on a computer:
Record the sound/song to a file.
Edit the file audio to the desired length, save as an MP3.
Copy the MP3 file to your phone.
Use the "phone settings" or app notification settings to set the file as the tone.
