Welcome to Android Central! I assume you have an LG phone of some sort, correct? Those are presumably just app shortcut icons for the Quick Memo app. Long-press the icon, then drag it to the Remove area at the top of the screen.

Sounds like dumping a Facebook Messenger pop or the S-Pen reminder on my Note 9. Took my a couple to figure out I could dump it at the top of the page.
