How to disable notification peeking in Android Oreo?

In Nougat you had to activate the UI tuner settings, however in Oreo they moved it. Supposedly now it is built into notifications for apps, but it is not available for every app. Anyone have any better suggestions?

I just got Oreo last night. Even Google's own apps (at least, Messages and Allo) don't have options in their notification settings to disable peeking. It's enough to make me wish I could go back to Nougat!

Just registered here to reply on this, as I know how frustrating "peeking" can be.
I've found that diabling "Allow sound" in an apps notification setting will also prevent it from peeking.
