How to enable and use the contextual app link

According to Verizon's list of new features for Android v 4.1.2, today's update for Samsung Galaxy S3 is supposed to have a contextual app link that will arrange apps by most-used. How do we turn it on? NOTE: I will post the answer right here at the top of the thread as soon as I find it. Don't bother reading down the page yet.

So you put a link to that forum on this forum, and on that forum you put a link from it to this forum? How does that help anyone?
 
So when someone in either forum figures it out and posts the answer, everyone gets it. And maybe to stir up a little competition: which forum will post the answer first?
 
how to get to the menu to arrange by frequency of use:

Long press home button -> press Task Manager -> Press "Downloaded" -> Press menu button -> Press sort by -> Press "frequency of use".

Turns out not to be a useful feature as it only works on the downloaded app screen, not on, e.g., the main screen app trays/drawers.
