How to Enable battery fully charged notification on Samsung galaxy note 9 Android Oreo 8.1 or any Oreo 8.1 device?

I always use GSam Battery Monitor on any phone. You can set it for whatever maximum you want (you shouldn't charge the battery over about 90%), whatever minimum you want (you shouldn't discharge it below 40%) and over-temperature. You can also see what's using power.

My suggestion would be to download Samsungs LightFlow legacy from playstore
You can customize all sorts of stuff for notifications...
