How to fix a phone stuck in a bootloop that cant factory reset, reboot, or recover?

My HTC ONE M7 says this:

I left the phone plugged in before i went to bed and when I woke up it was frozen on the HTC screen then when i tried to do the power down volume it goes on a forever loop I tried factory reset and recovery but just takes me back to the same screen again. The last thing i did on my phone was watch a youtube video and I dont know what to do now. I plugged in the HTC ONE M7 on the computer and Im here now. Any Help? It's a T-MOBILE phone with the latest update
