How to flash an xml file without rsd lite

I have a droid turbo and it is stuck in ap fastboot but rsd lite won't detect it so how would I flash an xml file to it to restore the firmware?

There are several Flashing options, but you need to install official Motorola Drivers for any of them to work.
Download and Install Drivers (Motorola_End_User_Driver_Installation...)

I have tried all of them and they either don't flash the stuff I need or they just flat out don't pick up my device. Fastboot or mfastboot won't flash anything and rsd lite won't even detect my phone

Did you check device manager?
Windows version?

Does AP Fastboot's 'connect usb data cable' change when connected to pc?
