How to get rid of opt out? It's taken over my phone Galaxy Prime.

Turn on and use safe mode.

Turn the device off.
Press and hold the Power key past the model name screen.
When "SAMSUNG" appears on the screen, release the Power key.
Immediately after releasing the Power key, press and hold the Volume down key.
Continue to hold the Volume down key until the device finishes restarting.

Safe Mode puts your phone in a diagnostic state (returned to default settings) so you can determine if a third- party app is causing your device to freeze, reset or run slow.

I would also wipe cache partition.

The app you were using, uninstall it. Can be done in that Safe Mode.
