how to Hangouts on 9+ ????

Anybody could manage it as a default messaging app?
I am still using the default 9+ phone and text app but would like to get back to Hangouts I was using it for years until they changed/limit it on droid ver.6.
On this my phone I'm using only the essential/basic Samsung apps I could not justify replacing but all the rest is from google store.

Not recommended right now because Google put Hangouts development on hold.

For a reason, that:
1.) using Android Auto with my car and AA have it in the recommended list;
- a) my cellphone provider doesn't support calling "out" from North America
- b) so we got used to Viber/Skype/WA but these third party voip apps don't work in the car (2016 and up audis, not cheap, never would expect), not even an icon on the screen;
- b) wondering if Hangouts would show up as a native google ...
2.) Hangaouts was working pretty decent before "they" stop it about a year ago, so hoping for resurection;
3.) but pretty much I don't really care whatever its called, looking for some/any voip capable app integrated into Aundroid Auto
4.) also whenever travelling around the world voip or wifi calling is my interest
