How to lower volume more than 14%.

The lowest the volume will go is 14%, before muting completely. At 14% the lowest volume is still too loud for my use. Is there a way to fine tune, (short of going back to an iPhone which allows you to choose levels 1, 2, etc...)

On all Android phones, you mean?
I’ve had no such problem on any that I’ve used.
