Can you merge your external sd card with your internal memory so that they become one on a samsung galaxy j7 pro 2017?
 
No. Even if Samsung had decided to support adoptable storage (which is about the one wise choice they ever made), the SD card gets formatted to make it adoptable, so you'd lose what's on it. Only SunOS has ever done anything like treating storage as just storage, letting you add and subtract devices (an SD card is a device) as needed.

If you need more space for apps, you'll just have to get a phone with more internal storage. Or you could store .apk files on the card, convert a few apps you're not currently using to .apk files (there are apk creator apps), copy them to the SD card, uninstall the apps and delete the .apk files, then install the apps you need (that you have on the SD card as .apk files). If you don't need to do that too often, you can have 512GB of external app storage (as of the end of May, 2018) in the phone at all times. (Using Titanium Backup, you can even back up an app with its data to the SD card [or to Google Drive if you use the paid version], then uninstall it.)
