How to move an app from All Apps to the Homescreen (Apps folder is gone)?

There is no Apps folder on one of our Galaxy S7 phones. How can we recover/reinstate the Apps folder?

If that isn't possible, is there a way to move an app from Settings | APPS | All Apps to the homescreen or any app screen so I can use the app?

In Settings | Apps I see 4 blue circles on the left and wonder if that is something I should press to reinstate the Apps folder?

I found a way to get the App Drawer reinstated, using number 7 ("Check if you’ve deleted the app drawer icon") on this page https://joyofandroid.com/how-to-restore-deleted-android-app-icons/ It hadn't been intentionally deleted; the phone owner had 5 other apps on the Lower Dock (something else we hadn't heard of before) and that must have bumped the App Drawer icon.

I can access the app in question via the app drawer and was able to move the app to one of the regular screens with apps.

Thanks for your help! We had never heard of the App Drawer before.
