How to pass the Google Play policy for the app of a lottery agent

Hi everybody!

I own a lottery agent store that sell lottery tickets offline. Now I want to publish an app to Google Play that offers following services:
- Lottery result
- Users can choose the lottery ticket and the store will ship it to them

However, my application was rejected with following reason:
- Publishing status: Rejected
+ Your app has been rejected and wasn't published due to a policy violation. If you submitted an update, the previous version of your app is still available on Google Play.
- Reasons of violation
+ Issue: Violation of Gambling policy
+ We don’t allow apps that allow users to purchase lottery tickets.

The reason is very obvious. However there are some similar apps still pass the policy, for example: "Lucky Best"

How should I do next? Which resource I should read to publish my app as "Lucky Best" do?
