How to use mobile data when connected to wifi with no internet

I have a vehicle diagnostic device that plugs into the ODB2 port of my vehicle for monitoring operational parameters. The device (ez-lynk Auto Agent) generates a wifi signal (no internet) that I have to connect to with my phone to display the information. If I connect my phone to the device generated wifi signal, I lose access to the internet for all other apps. I realize this is the default setting - when connecting to wifi, the OS disables mobile data.

My phone is a Samsung Galaxy S20FE, was running Android 10, update to 11 yesterday. I have found online tutorials for how to enable mobile data when connected to a wifi signal with no internet for Android 9 and below, but cannot seem to find a way to do this for Android 10/11 - the Android 9 and below instruction do not work on 10/11

Any advice would be appreciated
 
Most devices default to turning off the mobile data radios when the wifi is turned on.
If you enable the "developer" settings, there should be an option to keep the data signal on while the wifi is also on.
This is also helpful for downloading MMS message while on wifi.

This may not solve the internet connection problem for other apps. Most apps ask for a "best available" network connection. Normally this gets a wifi connection when the wifi is on. I am not sure what happens when the wifi connection does not include the internet.

This a OB2 diagnostic tool , to check data stream and codes ?

If you enable developer setting it should have turn mobile data always , see if that helps .
 
Thanks for the suggestions, but sadly I have already tried the developer mode / mobile data always on. Does not change the behavior. Because the wifi connection is strong, the phone still does not use mobile data even though it is "on". I have also tried a VPN app that purports to be able to allow mobile data to be used when connected to a wifi signal, but that did not work either.
