I have been using Android Phones since 2013, when I couldn't use the company phone to call home :(
First phone was an HTC-1
I now have a Moto G Play 2023, which is unstable after upgrading to android 13. It spontaneously reboots when I make a phone call
I am also upset about the fact that the SD-card can't be mounted as main memory like I used to be able to do with Android ver 3 on the HTC-1

So even with 32GB I just get room for a few useful apps along with those I dont use that come with the phone

Welcome to Android Central! Adoptable Storage was really only intended for ultra-budget phones with very little internal storage. It's not a reliable way to expand storage anyway, because SD cards are inherently much more unreliable than onboard storage, and if the card fails or gets corrupted, the system can crash and a lot of data can be lost. That's a big reason why many manufacturers stopped supporting the feature.

The bare minimum for phones these days is probably 64 GB, given how large apps are becoming and how much space the system needs as Android progresses. A 32 GB phone is a very basic phone, which should be fine for the bare essentials, like calling, texting, browsing, etc. You get what you pay for -- if you have higher expectations for a budget device, you're bound to be disappointed.

Welcome to the forums. Have you tried a reset or a cache clear in recovery? Sometimes old data hangs on and causes conflicts with new updates.

As for the storage....32 is getting quite low even for a budget device. The OS is getting more and more heavy with each passing year.
