HTC Evo V 4G doesn't seem to turn off

My phone has within the last two weeks not seemed to turn off when powering down. There are no downloaded apps currently installed and it's been a while since I've downloaded any system upgrades - at least 2-3 months. When I hold the on/off switch down and press the "Power off - shut phone down" button, it does look like it goes throught the motions to power down the phone. However, when I start the phone up again ( which before this issue started took about 30 seconds to use the phone and now takes less than 10 seconds which is not a bad thing ) and go to the "Power" tab under Settings, pressing the "Battery use" button will show the time on the battery as if it was never powered down. And the battery is draining faster too. I just got on this forum today and haven't had a chance to go through all the threads, so if this has already been answered, my apologies. Thanks in advance for your help.
 
Is fastboot checked in the power menu, if so uncheck it

The reason it starts up so fast is likely due to the fact that you have fast boot turned on. This allows the phone to go into a sort of hibernation mode. To turn this off just goto settings, power, and untick the box next to fast boot. Your phone should now turn off completely.
