HTC One doesn't switch on charge and HTC say repair not covered by warranty

Hi guys
I recently went to SA on holiday and plugged my phone in to charge but there was a blackout. When the power came back on the phone would not charge or turn on. I sent the phone to be repaired under warranty but was told the fault was not covered by the warranty. They want to charge me for following repairs:

Try going to the carrier instead of HTC and don't tell them what caused it just say it won't power on or charge and they'll likely send you a refurb, if it isn't a carrier device then idk what to tell you, I don't know why HTC aren't covering it

I'm guessing the phone is on EE, if it is a contract phone as the last person said, go see them and arrange to have repairs done.
