HTC One M7 Factory Reset not working

HELP - I have AT+T HTC One - stock; I was happily using it too much let the power run down till it died and after that cannot restart.
I can reach the Hard Reset Loader screen.
I have already tried factory reset.
I see a kind of battery picture pop up for a while with two green arrows making a circle and a little down arrow in the midddle - in the center of screen.
A while later the screen goes black and nothing happens.
The SIM card is still inside.
I have tried 2-3 times - battery shows to be >80% as of now.
Any suggestions?? am I doing something wrong??
What to do next.

Thanks for the T-Mobile link - it includes procedures not mentioned in the manual -
Recovery - push and hold voldown and power cycle for a new menu
Factory reset - push and hold volup and voldown and powercycle

In my case neither worked for me I have manged to destroy somehow the factory loaded image, luckily device is unedr warranty and will replace - there online help system was pretty clueless for troubleshooting.
 
Please help me,my htc one m7 hard reset option not working.It restarts for every 30 seconds.please help me to resolve this issue.
