HTC One (M7) Screen On/Off When Charging?

Why does my screen come on when I plug my phone into a charger? It didn't do this when I got it (only the LED came on). Is this something they changed with KitKat? Why?

Yes the KitKat update brought this back and for the life of me i don't know why
