HTC one M7 "Unfortunately Setup Wizard has stopped working" endless in the startup

I bought a HTC one M7 from 3 mobile in UK. I have unlocked from the same company. I moved to India now. Few software are not working like message and gallery and all, so I factory reset the mobile. When it restarted it showing a error message as “Unfortunately setup wizard has stopped working” endless. I stuck in that pop message. I checked with the HTC service center also. They did root format also. But this issue is not solved.

So left the phone alone.

Help me to overcome this issue.
