HTC Weather / Google Latitude problems

Anyone else have this kind of issue? The problem is in order to get my HTC weather widget to show weather is I have to have the option "Use wireless networks" turned on. When I have that option turned on the Google Latitude doesn't find my location? If I have it off and just have the option " Use GPS Satellites" turned on Latitude works fine. I had this problem in 2.1 but it went away in 2.2 but came back on 2.3. Any suggestions?

Also If I have both on, it looks like "Use wireless networks" over rides "Use GPS Satellites" maybe im missing something but idk...
