MWC and CES are two different markets.
CES - You show the stuff you want to sell to the US carriers.
MWC - You show the stuff you want to sell to the rest of the world.
In the US, the carriers are aggressively adopting LTE and HSPA+. That's why the Thunderbolt and Inspire is shown there. So was the Atrix, Revolution, and so on.
The rest of the world is not in a hurry to move to "4G" although there are many places with HSPA+. MWC is where you show models that has a more generic, international focus. Like the Motorola Pro.
The real disappointment with HTC is where is their dual core handsets?
The answer is simple. HTC is tight with Qualcomm. They don't use anyone's chips but Qualcomm's. The problem is that Qualcomm is late with their dual core SoCs. They were just announcing them in February. LG and Motorola don't seem to have any qualms going from one chip to another, and neither is Samsung.
However, as Qualcomm starts shipping out its dual cores, expect HTC dual cores to appear in the 2nd half of 2011, with rumors in the 2nd quarter.
CTIA is more oriented for the telecoms. We will probably see more 4G phones there.
I don't see a problem for HTC to customize LTE versions of the Desire S or Incredible S for specific carriers if ordered. The Thunderbolt and Inspire are essentially, a mod of the Desire HD. Not totally brand new designs.
