Are you saying that your notification bar is empty?
When it is collapsed are there icons across the top of your device like normal?
Is it all notifications that are missing or just some of them? If some and not all, is it always the same apps that are blank?
Are you using a third party launcher or the stock one that came on the phone?
Is this device rooted? Did you buy from retail or private seller? Is the device new, refurbished, or used?
How long ago did you first notice this happening?
I would start by clearing the partition cache since it sounds like a bug. Maybe something that happened after an update. Here are the directions for your device;

Since you can't reproduce this issue at will and restarting corrects it, there's probably no reason to restart the device in Safe Mode to see the results. You might have to wait hours or days for results. Let us know what you find and we'll go from there.
