I accidentally formatted my whole entire phone ,how can I get it working again?

I accidentally Formatted my whole entire phone

I was mounting my sd card to the pc then it said it cant read the disk and do you want to format it, it was a brand new sd card so i decided to format it but i didnt i just formatted my entire system phone.
Its not turning on anymore but it connects to the PC i installed cwm on the phone but since it wont turn on i cant access it.
I have an Alcatel pop d3,
I really need your help

Does adb recognize the device? Do you have recovery?

yes it does and i have cwm recovery, but its not turning on i dont know why
