Bought Nextbook online and tulhe guy wont answer me to give me the unlock code

Welcome to Android Central! Sorry, but you're stuck unless you can get the previous owner to help you unlock it. If you bought it through eBay, contact eBay to help settle this dispute. Otherwise, this is a case of "buyer beware" -- in the future, make sure any used device has been properly factory reset, which means that the previous owner needs to remove their Google account prior to​ the factory reset.
