I can't send photos on my android phone

I have an android phone, I have google photos (I think) the icon looks like a 4 pointed folded origami in red, blue, green, and yellow.

I take a photo, I find in on the photos icon, I tap the photo, the three lobed, v shaped, side lying icon comes up. I get an odd, to me, screen with type the name, phone number, etc., but the screen also shows a handful of other apps I have, plus names pop up that I haven't used in months? Anyway I type in the phone number, it comes up, the person's name comes up, I add a message. It shows a small message "Sharing as *****@gmail.com". Well.....all and great, I hit send, it, it shows sending photo, and the recipient says.....Nope, haven't gotten anything. This has happened many times over the past month?

For trouble shooting purposes, give this a try:
Take the picture.
Figure out what kind of message you want to send (email, text, third-party instant message).
Go to that app, create a new message, add your picture to that message, send.
This method removes the "share as" screen.
Does it work?

Which phone?
Which version of android?
Which carrier?
Which messaging app?

Hi, I have Moto Z Play Driod 7.0, I have Verizon, I use the Message+ version 6.4.39 that came with my phone?

I was messing around, I got somehwere in the phone about Message+ app permission....I turned on camera.....but I have no idea if that had anything to do with my issue.

I took a new picture, I guess I had been, want to, use instant message...when I leave the photo and go to my message app....I can't get back to the photo to choose to send it?

Again, I take a photo, tap on it, and the icons show up, side lying open ended triangle, pencil, "info" icon, and trash can. I tap the side lying open ended triangle, the screen pops up to type a name, phone number, or email, I type either a name or phone number, a friends name pops into the box, now when I hit send I get "Error uploading media" at least earlier this morning I was getting a screen that showed a blue line "loading" and sending.....even though the recipient never received it?
