I can't watch a video on my phone and I'm using wifi

I have a government phone by T-Mobile. Its a moxee x1000 android 4.4.2. I was told I have 4 gigabytes on my phone to use but on my data usage it shows I have used 1.51 Mb. I'm on Wi-Fi and I still can't use my phone videos are gaming. I've only had it about 5 days what's wrong

Welcome to Android Central! Is it the Lifeline program? Are you certain the wi-fi network you're on is connected to the internet? What are you trying to do on the web--stream videos, or actually download them?
