I dont know how to assign tone at note 9

Why i can not assign tone for specific contact at new software pie android9 ...... at mobile note9
OR how can i do it

In the messaging app, click on one messaging thread and at the top right corner, select the 3 dots and toggle on custom notifications and select it and from there you can select the tone. You would have to do this for each message as this is the only way to do it

Also make sure that the tone is saved on internal storage and not the sd card

Another wonderful mistake by Samsung for deleting that feature with oreo. Pain in the backside. As was said, you can't delete the thread without deleting the customization and the custom tone will NOT copy over to a group message. Get use to it. Samsung won't even discuss putting it back the way it was.

I use Google Contacts as well as messages. In Contacts just click the settings dots and choose Set Ringtone. Done.....

For ringtones, yes. But does it do that for text message tones? The default contact app does ring tones, but the custom text message tone selection was deleted
