i don't know why didn't download using download manager

[Android Central Question]

i make android app used download manager,
some other device(not galaxy) throw issue.
just galaxy phone is no problem..... only other device...

case is .. just download start and get success flag by BroadcastReceiver,
but download file size is just 14kb, not completed download.

so why appear this situation?
i don't know.

i'm already done that download manager forced stop & clear cache & clear data.

app target sdk is 27,
test device os is 5.0.2,
test device model is Redmi Note 3
